Top Ten US Aid Recipients All Practice Torture

I think this subject should catch our attention, because if the US is financially helping these countries that imply  that they  are encouraging these countries to keep doing whatever they are already doing.  And that is why we should try to know why the US is helping these countries? And why they don't even try to change these practise?
